in a couple of days....got a new sex offender in the neighborhood, looked up the owner of the property on the Appraisers website...sent them a letter and all THEIR Neighbors the flyer and their Appraisal with a note" please be aware your neighbors (attached information) rented their property to a convicted sex offender in MY neighborhood. It is not appreciated. If they have no qualms about diminishing the value and safety of my community, think of the potential they have for yours"

To Sgt.K. Drum, my name is Valerie Parkhurst, I own a home in Davie, and now my son and future daughterinlaw are residing there. My understanding is that you are now top dog in Davies "sexual crime unit".I need to express to you how important your job is to the Town of Davie. At one point we were a dumping ground by DOC for sex offenders, due to the available rentals in our city.Sgt. Marceco, your predecessor, was a pitbull when it came to this problem and with his help our city diminished sex offenders by almost 40%..It is my hope that you will exceed his numbers.It is also my hope that you will understand the predicament between the state and the Town of Davie.In case no one explained it to you, it is in the city's best interest to diminish these numbers as quickly as possible and keep them at a reduced rate compared to other cities in Florida.I am doing my part and between the two of us, we will accomplish a great deal as far as the safety and values of our community.Please dont liken me with hysterical homeowners and sex offenders. 8.30 Additional terms and conditions of probation or community control for certain sex offenses.--Conditions imposed pursuant to this section do not require oral pronouncement at the time of sentencing and shall be considered standard conditions of probation or community control for offenders specified in this section.
(1) Effective for probationers or community controllees whose crime was committed on or after October 1, 1995, and who are placed under supervision for violation of chapter 794, s. 800.04, s. 827.071, or s. 847.0145, the court must impose the following conditions in addition to all other standard and special conditions imposed:
(a) A mandatory curfew from 10 p.m. to 6 a.m. The court may designate another 8-hour period if the offender's employment precludes the above specified time, and the alternative is recommended by the Department of Corrections. If the court determines that imposing a curfew would endanger the victim, the court may consider alternative sanctions.
(b) If the victim was under the age of 18, a prohibition on living within 1,000 feet of a school, day care center, park, playground, or other place where children regularly congregate, as prescribed by the court. The 1,000-foot distance shall be measured in a straight line from the offender's place of residence to the nearest boundary line of the school, day care center, park, playground, or other place where children congregate. The distance may not be measured by a pedestrian route or automobile route.
If s. 948.30 was effective January 1, 2006 and the conditions of supervision do not require oral pronouncement then why isn’t the Florida Department of Corrections enforcing these conditions for cases that did not previously have these conditions imposed at time of sentencing?
I have been told by many DOC Probation Officers that they are not allowed to enforce conditions that are not on the orders of supervision although there is clear language in this statute oral pronouncement is not necessary. Is DOC misinterpreting this statute or is there some mechanism in place which allows the Florida Department of Corrections to ignore the laws or pick and choose the ones THEY decide to enforce? It simply makes no sense at all to pass new laws closing sex offender loopholes and expect enforcement of said laws when in fact they are unenforceable for existing cases prior to enacting the law. The bottom line is that despite this law we have child predators on DOC supervision living and working 1,000 feet from where children regularly congregate despite legislative efforts to restrict their contact with children. This is unacceptable.
I’d like to see either the Florida Department of Corrections step up to the plate and enforce this law as written or an amendment to 948.30 further clarifying the enforcement of said conditions.
Ms. Friedman, if I ask 4 different Law Enforcement agencies the definition of this statute, I will get 4 different interpretations. Davie, with all of its affordable rentals, has been a dumping ground for offenders for years. I have spent a great deal of time and effort trying to clean up a city with a disproportional amount of bad guys in relation to the population. A population that I might add is made up of many young families with young children who can least afford a hit from one of these guys. It is not my place as a taxpayer and a homeowner in this city to argue over laws with an officer of the court as yourself. I expect you to enforce them, as many were written with the blood of our children. Mr. Darlow meets all the criteria for this 1000 ft statute. I personally find it appalling and self-defeating to me, the community and in many ways Mr. Darlow, that these conditions have not been met prior to your approving his living proximity. You need to know there is a 7000 sq.ft. daycare on BCC property which encompasses 150 acres. Do not think I am at all unsympathetic to your position as a PO and its responsibilities concerning the ever increasing restrictions on sex offenders. But Davie is not going to be a town where relaxing 1000 foot rules will be the norm. In all fairness to you, I have written the Governor on down concerning this and have filed a formal complaint. Thank you for finally responding to me.

Registered sex offender arrested for attempting to kidnap 4-year-old girl

Larry Palmer now sits in the Pima County Jail under a one million dollar bond and is charged with attempted kidnapping.
Police have made an arrest in the attempted kidnapping of a Tucson girl almost snatched from her own front yard.
The suspect is a convicted sex offender on lifetime probation.
Police made the arrest Tuesday night after investigating the case for three weeks.
Police say on June 5th, Larry Palmer tried to abduct a 4-year-old girl from the front yard of her home near Speedway Avenue and Main Street.
Jessica Faris, the girls mother, says, "I was about to say, 'Can I help you,' and he had a look of panic and he reached around and grabbed her arm and soon as I dashed out the door, he let go and ran off."
Faris describes in detail what Larry Palmer, a registered sex offender, allegedly did to her 4-year-old daughter just weeks ago.
Faris was watching her daughter play outside their front yard. She got up to get some water, heard a man's voice, and returned to the front door just in time.
"It was pretty scary," Faris said. "Right before he grabbed her, he had this look like he had gotten caught because of the shock on his face -- that's what made me look at his face."
Faris was then able to give police a good description.
"He had a scar on his face and I got a really good look at his clothes," she said.
In fact, when Palmer was arrested at his mother's house, he was wearing the same clothes.
Faris says her daughter is very friendly and outgoing, so when Palmer struck up a conversation, the little girl didn't have any reservations.
She gave Tucson Police a detailed account of their conversation.
"Asked her if she wanted to check the mail with him and go over to his house and see his puppy."
At that point, Faris came out of the house and saw what was happening.
Palmer grabbed the little girl, who began screaming. Palmer then took off.
Faris called police immediately and within minutes, Pima College campus police arrived, followed by Tucson police.
Faris says, "She was completely unfazed. The only thing that scared her was me screaming. She didn't realize what was going on."
Larry Palmer now sits in the Pima County Jail under a one million dollar bond and is charged with attempted kidnapping.
Sgt. Decio Hopfer says, "God knows what he would've done with the child. Based on his previous conviction, chances are, some sort of sexual act would've taken place. "
Before this incident happened, Faris thought her daughter was too young to learn about stranger danger.
She's since changed her mind.
Both she and her husband have now explained to their daughter what stranger danger means.
Larry Palmer is a level 3 sex offender, which means the likelyhood of his reoffending is high.
Tucson police also tell us that Palmer was convicted in 1996 of sexual conduct with a minor, and he assaulted five children.
Palmer was sentenced to 50 years in prison but he appealed the sentence and, in 2004, his sentence was reduced to lifetime probation.
He was released from prison in 2005.

Yeah, yeah, yeah. Blaming the attorneys again. Guess what, the Judge, who is also an attorney, let the guy out. But guess what else, I am willing to bet that the Judge is elected by the people, so it falls back on the people in general. Guess what else, the people elect their representatives in the State Legislature, and that legislature could pass harder penalties on these sex offenders, including mandatory sentences that cannot be reduced with parole.
Attorneys simply go with what they have. If the law allows for a slime ball to be let out of jail, then such is life. We do not write the law, unless we have been elected to office as a State or US Representative, and even then, we are elected by the people.
Val, you can keep blaming attorneys, but I will keep blaming society. I hate representing criminals, but I do. Nothing serious though. Guess what, I have not had a single client of mine not get what he/she deserved, even though I tried my best to get him off or limit the consequences. Thing is, I have also been there to ensure that they didn't get something they didn't deserve. For instance, I had a client that had to appear for a Violation of Probation hearing on a Drunk Driving Offense because the division of parole and probation thought that she did not complete the Court ordered Alcohol Awareness program. Well, she didn't complete the program with the same provider she was going to when she appeared in Court because she realized that she had a terrible alcohol/drug dependency and she checked herself into an inpatient clinic. She was in the clinic and went to way more meetings/classes afterward that it dwarfed the requirements of the previous program she was attending. Now, do you mean to tell me that she deserved to go to jail on her first DUI wherein she blew a .14 and I have seen people blow .30 and get off on their first DUI. Personally, I think every DUI violator should be put in jail, but then I think about the time Nitro had to go to the emergency vet because I couldn't get him to stop bleeding and my wife and I had had a glass or two of wine with dinner not expecting to have to go anywhere. I don't know if I was over the legal limit, and would be mortified if I was, but I also wasn't going to let Nitro bleed all night long.
Yeah, attorneys suck until you need one. Got a call from a client late last night. She is buying a brand new condo and using the builder's financing company for her mortgage. She got a call from the builder and they told her that the neighbor might be filing an encroachment action against them and all the condo owner's because the builder might have gone an inch or two into his property. The builder advised that they were going to take care of this on their dime, but they advised her to purchase title insurance. Of course, my client has no idea what to do so she called me. My advice, have the builder pay for the title insurance for her since they are willing to take care of this on their dime. Otehrwise, if there is a problem, we will be suing the builder.
Again, its not the attorneys that suck, but the bad people out there. The lying attorneys, the lying doctors, the lying police officers, the lying home improvement contractors, the lying used car salesman, the lying client, ... You get my point.

The law prevailed this scumbag was sentenced to 50 years, he appealed and it was the attorney who got him out along with a judge "another attorney" judges have too much discretion in our criminal courts..most act like they can pick and choose which laws they want to enforce, I stand by my comment...send Palmer and his attorney and the judge presiding over his release to a pit in hell.....
oh we dont have to liken you with them Fabs, you dont defend Level three sex offenders...so its a moot point..

Yep, that is one crappy advertisement. I wish the rules of professional conduct were back to the old days where no advertising was allowed. I don't advertise at all. All of my clients are from word of mouth. I like it much better that way.
I am not going to say that the "alleged" sex offender shouldn't be given his day in Court and shouldn't have a zealous defense attorney. However, I don't think that any attorney should try to intimidate the other side, whether it is the defense attorney or the state's attorney. Both attorneys should be striving to determine the facts and find out exactly what happened. Obviously, the defense attorney will not volunteer that his client is guilty because that will get him disbarred, but the states attorney should determine all the facts, and if the guy is guilty, hang him. If he is innocent, let him go.
Remember Val, I was a strong supporter of the death penalty until I heard the story of 40+ people on death row in Illinois for crimes they did not commit which was proven through DNA testing, along with that story about the Florida doctor convicted of poisoning his wife by some screwed up scientific test that was disproven a year or two later after he had been sitting in jail during that time and he narrowly escaped the death penalty. I still support the death penalty, but only where we are extremely sure that the guy did the crime (i.e., eye witness that passes a lie detector).
As always, our system has some problems but it is still a pretty decent system. You should do what MADD does. Sit in on these sex crime trials so that the judges get to know you. Then, see if you can get a column in a local newspaper to write up the story and the veridict and the sentence. At the minimum, you can print out flyers pretty cheap and put them on people's windshields at the local malls or even mail them out to certain communities. If you do a bulk mailing and arrange the mail in a certain order, the cost is somewhat cheap. You should think about making this something much bigger than just you. How about a MADD/SADD equivalent for sexual predators. Parents against Predators (PAP). Form a non-profit organization and see if you can get contributions. Then, you might be able to clean up a lot more than just your neighborhood. Maybe you could speak to some MADD reps and see how their organization works. I cannot believe that an organization against sexual predators has not already been created.
By the way, you mistake all attorneys for the blood suckers out there. There are a lot of attorneys that take low paying, public service jobs not because that is all they can get, but it is because that is what makes them feel good. I practice on my own not for the money, even though the money is pretty good, but because I get to represent individuals and their small companies instead of representing huge corporations and insurance companies like I did at the last firm I worked at. Granted, whether it is for money or personal gratification, it is still to satisfy oneself, but I still commend those people that are in the public service arena. You should see if you can find one around your neighborhood and see if they can help you.

Nitro would probably bite me if I tried to kiss him. He isn't much of a lover. He doesn't like cuddling on the couch or the truck seat. No public displays of affection for that dog, unless you have something that tastes really good on your hand or face.

A few years ago in the Seattle area a sex offender was going to move into a neighbor hood where he had bought a house. Folks didn't want him there and about a week later his house burnt down.
