Anybody know where to start if you wanted to petition the state to remove a dumb arse law on fishing regs?

Olboy, elaborate on the story behind this. I would contact the Fish comm in your local and if is anything like Pa, they can't pass or change laws. Only present them to legislators...take it to their office. Interesting to know what you want to change.

Every State has different methods. In Wisconsin we have an annual Spring Hearing in every county in the State. At that time a person may submitt rule changes. I'd contact your local fish biologist or Game Warden to see how to get the ball rolling.

Well about twenty years ago some liberal yahoo decided that using a yo-yo ta fish with in Texas gave the fishermen an unfair advantage so they went to the capital dropped a wad o cash on somebodies desk and the next season they were banned. Since yo-yos are a VERY effective way of harvestin food for us non-sport fishers I would like to see them made legal again.
