Yes you need to have an FFL to recieve this via Interstate shipping.
You can however, legally pick it up in Wyoming personally or by a friend.
This action is a Mauser variant made under contract to the US. It is essentially a Rem 30 and were chambered in 30-06 only. They were the most issued rifle to US troops in WW1 and was the rifle carried by Sgt Alvin York when he killed and captured all those Germans by hisself for which he recieved the Congressional Medal of Honor (CMO).
A variant of this action called the P-14 chambered in .303 BR was made for the Brits.
Years ago I bought a P-14 from Ellwood Epps in Orillia, Ont. and had it chambered to .303/300 Win mag.
They are well made, extremly strong and lend themselves to conversion with high intensity cartredges.

PS: Sorry, I didn't see you were from Canada.
I've no idea as to the Canadian laws or the export BS.
I'm sure that at the very least you'll need to have it cleared by a Canadian customs broker. That's on you. PJM

Do i need a licence to buy the action
Yep, you do mini... you need your PAL & will have to register it.
As for importing it to Canada.. good luck.. you need an import permit and it is not easy to get anything out of the states (ask some guys who have tried to buy scopes & binos) anything to do with shooting is very difficult.

Wish i knew, Maybe it's the one I have 4 sale  but I doubt it.
Those S/N issue records are long gone.
I'm 99% sure it was lost or sold and if it's still around is sombodys deer rifle.
