Northern Ca Blacktails C4

I have been hunting zone C4 in Northern Ca for a long time but seems like the hear is down and maybe have changed their patterns some. I used to hunt out of Soliders Meadows near Chester. There were always a ton of deer in the area before the first storm and now, there seems to be more bears than deer in this area. Once it rains I head towards Panther Springs.

Is anyone finding good numbers of deer in another high country area? My job has kept me to busy to scout much.
