That is a pretty good idea about the stun collar. Problem is that a bunch of attorneys will be arguing cruel and unusual punishment.

I always thought the system was in favor of the innocent, but when I found out that about 40 people were on death row in Illinois that were later proven to be innocent through the current marvels of DNA testing, I was astounded. It kills me to think that we executed a single person that was innocent. Then again, it kills me to hear that scum are out there killing LEO's, judges, and everyday people. Too bad people can't just wear a sign over their head telling everybody whether they are good or bad on any given day.
