As far as the government guys are concerned, it is really hard to blame them. Try being in their shoes and making everybody happy.
Just to give you an example of what I am talking about, I used to give referees a tough time and thought a lot of them were terrible. That was until I had to referee a intermural basketball game in college as a condition of being in the league. I had guys giving me hell for calling fouls and others giving me crap for not calling a foul. Everybody thought they were playing fair and that everybody else was breaking the rules. That was a tough situation and I no longer give refs a tough time.
As far as the house is concerned, here is some advice I give to my clients with rental property. Do a credit check on the prospective renters and find out how long they have been employed by their current employer. Get an attorney to draft a lease. Lastly, and probably most importantly, video tape a walk through with them right before you give them the keys to the place. Later on, if anything is damaged, you can sue them for the damage. If they have a good job, you can garnish their wages. This prevents a lot of headache later on.
