Generally speaking 120 won't kill you. You have to get it in such a way as to screw up your heart.
I have been shocked by 120 volt in the house so many times I can't count them. And most of the time off of a 20 amp breaker too.
The dude is still a dumba$$, but let's not jump to the conclusion he was looking for LETHAL protection. He probably wanted an electric fence and was too cheap to go to Tractor Supply Co. and buy a fence charger.
