I grew up around electric fences, we had miles of them around the pastures to keep the cattle where we wanted them. Got bit more times than I can count, still hate electricity. From my experience how you're grounded seems to make a difference in the jolt you get. I remember once a fencer malfunctioned and was sending juice right from the wall out through to the fence, three 1,200 lb. steers were killed before we caught it. After that I was more careful around those fences.
Who knows if this guy's intent was to kill intruders, or just save some bucks on buying a fence, either way his own negligence got him killed and all I can say is I'm glad it was him and not somebody else.
