It seems like a lot of governments, in the name of serving the public good, have started to try to take private property away from its citizens.... Sorry for all of the folks in Z. Those that benifit now will loose later, because their land will eventually become large enough to split up, years from now. When no one stops this, it will just continue on untill the government in effect owns everything.
