Andy, West Virginia still has an avid stocking program and yes they still hit the small streams. When the fed gov closed the hatcheries up there several years ago the state took them over.
they stock fingerlings in some catch and release areas with a chopper and get stock the excess brood trout in the fall. Only problem is they list the stockings on the web and on a phone message so the stock truck followers know where to go. Personally I liked it better when we had trout seasons and fish were stocked in off season and could acclimate but wv dnr says a river is just a big aquarium and the hatcheries do so good they have to cycle these fish quickly. Fortunately I have some areas where the stocked trout move to which are remote and productive and have a couple native brook trout streams I can fish
