Obviously the best "round" to use in your 7-08 is a 7-08 one
trying to cram a .280 in won't work. Now the best Bullet to use or best load is entirely another matter

Bullet choice depends on usage and quarry if hunting. Load i.e. powder and primer will depend on barrel length and bullet weight same as any other gun.
