Registered sex offender arrested for attempting to kidnap 4-year-old girl

Larry Palmer now sits in the Pima County Jail under a one million dollar bond and is charged with attempted kidnapping.
Police have made an arrest in the attempted kidnapping of a Tucson girl almost snatched from her own front yard.
The suspect is a convicted sex offender on lifetime probation.
Police made the arrest Tuesday night after investigating the case for three weeks.
Police say on June 5th, Larry Palmer tried to abduct a 4-year-old girl from the front yard of her home near Speedway Avenue and Main Street.
Jessica Faris, the girls mother, says, "I was about to say, 'Can I help you,' and he had a look of panic and he reached around and grabbed her arm and soon as I dashed out the door, he let go and ran off."
Faris describes in detail what Larry Palmer, a registered sex offender, allegedly did to her 4-year-old daughter just weeks ago.
Faris was watching her daughter play outside their front yard. She got up to get some water, heard a man's voice, and returned to the front door just in time.
"It was pretty scary," Faris said. "Right before he grabbed her, he had this look like he had gotten caught because of the shock on his face -- that's what made me look at his face."
Faris was then able to give police a good description.
"He had a scar on his face and I got a really good look at his clothes," she said.
In fact, when Palmer was arrested at his mother's house, he was wearing the same clothes.
Faris says her daughter is very friendly and outgoing, so when Palmer struck up a conversation, the little girl didn't have any reservations.
She gave Tucson Police a detailed account of their conversation.
"Asked her if she wanted to check the mail with him and go over to his house and see his puppy."
At that point, Faris came out of the house and saw what was happening.
Palmer grabbed the little girl, who began screaming. Palmer then took off.
Faris called police immediately and within minutes, Pima College campus police arrived, followed by Tucson police.
Faris says, "She was completely unfazed. The only thing that scared her was me screaming. She didn't realize what was going on."
Larry Palmer now sits in the Pima County Jail under a one million dollar bond and is charged with attempted kidnapping.
Sgt. Decio Hopfer says, "God knows what he would've done with the child. Based on his previous conviction, chances are, some sort of sexual act would've taken place. "
Before this incident happened, Faris thought her daughter was too young to learn about stranger danger.
She's since changed her mind.
Both she and her husband have now explained to their daughter what stranger danger means.
Larry Palmer is a level 3 sex offender, which means the likelyhood of his reoffending is high.
Tucson police also tell us that Palmer was convicted in 1996 of sexual conduct with a minor, and he assaulted five children.
Palmer was sentenced to 50 years in prison but he appealed the sentence and, in 2004, his sentence was reduced to lifetime probation.
He was released from prison in 2005.
