They have no idea whether or not you have a paypal account. They just send those things out to everybody they possibly can and they try to get lucky.
Heck, I have been receiving e-mails from people telling me that they can get more exposure for my site, huntchat.com, through google and other search engines. I just have to laugh.
I also get e-mails from all kinds of banks. One was even from a bank that was offering a really good loan, but to apply you had to log in with your social security number to get a password. The initial web page looked pretty legit, but when I started clicking on links within that page, things looked pretty crappy.
