It also makes a difference on what state you may be talking about. As far as I know Wyoming for example, does not have over the counter tags and like Dan said if you can find reasonable fees for hunting someone's ranch, I congratulate you because I haven't been able to find one. Also like Dan said I too hunt public land and have a ball doing it.
I do think there will be left over tags for most of Wyoming and you do have a good chance of getting one of those. It will probably be area specific though, so you will need to do research and see what area you might like. I personally like hunting the Big Horns. Lots of elk, easy to hunt, no griz to worry about and the wolves haven't worked the herds over yet.

Forgot to mention, that if you do hunt Wyoming, in Wilderness areas, you are reqiured to have a guide and it's foot or horse traffic only, so you need to pay attention to that.
