So, does that mean that people that are subjected to hard labor to make a living are subjected to cruel and unusual punishment? I don't think so. These guys should be forced to build schools, roads, etc. Heck, they can plant trees on government property throughout the land. For all I care, they can dig a hole and fill it back up every day.
