If I am understanding this correctly, your friend can not pull back 45 lbs, but because you live in Canada you need at least 40lbs to be able to hunt with it.
I voted for him to get a comp. because of the let off. But IMHO he needs to get a bow now practice and shoot with it and build up his draw weight for a year, so he will be able to go next year with it.
If you are able to use crossbow that would be another consideration.
