I use Duraloc, sold by the company that makes Duravanes. It is a super glue type of adhesive.

Perhaps the problem isn't the glue you are using. I scuff the area of the shaft where the fletching will be with sand paper, then wipe the area down with alcohol or some type of thinner. If you use the super glue (instant) type of adhesive, wipe the area with water. There is something about instant glues liking water, and not liking other solvents.

Another factor that could come to play using the instant adhesives is to not use too much adhesive. A thin, constant bead down the center of the vane is all you need.

With a whisker buiscuit rest, it may also help to put a drop of glue at the leading and tailing end of the vane. I do this on all vanes or feathers anyway.
