I simply spray about 7'' of the end of my arrows with Rust-Oleum white lacquer. Not only does it make the arrow much more visible but causes all glues I've tried (Goat Tuff, LocTite gel and Gold Tip) to hold very well. On a plus side, it comes right off with acetone and makes removal of old vanes and glue a breeze.
