Best thing to do is Google the city he will be moving to and see what they have to say.
Montana is sparsely populated, not many big cities in the Eastern half of the state. Fact is there isn't too many big cities in the whole state, somewhat like North Dakota. Biggest cities are all under 100K, maybe.
I can tell you he will find good people, excellent hunting and fishing and clear skies.
