Val, I am the product of state foster parents, sponsors, and homes and while I am sure that there are some loving and well-meaning adoptive parents out there, my own experiences have shown otherwise. I do not know if there have been changes made through the years but the majority of people that I have seen that embark upon these roles are in it with their hands out, looking for the $$$ from the state.
