GOB, I love the 10/22, but that barrel band is the worst thing on them, IMO.
The barrel band will be a problem if you decide to go with a larger diameter barrel later, as many do. You will also find that, as the rifle ages a bit, the stock may shrink just a hair- just enough to make that barrel band loose enough to slide off the stock when you're carrying it by the sling. You can tighten the barrel band further with the screw, but there's a limit to that.
Not to mention, the barrel band contact on the barrel does nothing for accuracy.
If you have the new model 10/22 that is without the barrel band, you are waaayyy ahead of the game, IMO- stay that way.
I have not seen a 10/22 aftermarket stock with the cut for the sling, a la M-1 carbine, BTW.
