As a retired meteorologist, that was good for a laugh.
He'd have to put out so many barges to pull it off that shipping would be totally disrupted. Just where is the best place to put 'em? Most tropical systems begin life off the coast of Africa and work their way toward and gaining strength, as they head for the East Coast.
Guess he figures he can play God and control the weather. Fat chance!
