With a pump gun acting as you describe, always check the chamber for dirt, rust or in the case of chrome, flaking chrome. The 20ga Nova is supposed to have a chrome bore.
Check the groove in the chamber for the bolt head to rotate in. Make sure the groove is clean.
Then check your shell lifter for proper function sometimes a Benelli will go back together and not be right, causing the lifter to jam.
A pump is a pretty simple action to see what is going on. I really do not understand why a loaded factory shell will not just drop into the chamber, much less cannot be pushed home. Unless there is something in the chamber grabbing the shell and also holding the fired shells in the chamber.
The extractor will not pull a stuck fired case out of a chamber in most instances and the extractor will just pull over the rim. That is not unusual.
