Try South Dakota Game Fish and Parks Home Page and that will get you information on permits . Check local area for public hunting ground as about all the private land in South Dakota has gone to paid hunting I am sad to say.
Book now for motels the first few weeks of the season and I would waite till the end of the season with rates down, more land to hunt and still plenty of birds.

I think most of them get around $ 100 for 3 birds and $ 15 per bird after the 3. I have not noticed the price drop as the season draws to a close.
