Question Government purchase

I am seeing adverts in Shotgun News, where if you pay for the information (go figure) , they will tell you how to purchase M1's and 1917 Springfields from Uncle Sugar. Up to eight a year.

To me it seems a bit wishy-washy, because I wonder does the US still even have these in stock in some armory? I mean the M-14's and older M16's seem they would be in stock by the train loads.

And years ago I posted a question, about the US selling surplus rifles to citizens, and if I remember right the answer was a big......."ah-NO!"

NOW IF IT WOULD BE TRUE How could average guy/gal (one each US citizen) get this informanion?
