Trooper shoots man dead in front of his wife

Two dead in aftermath of domestic dispute in Lisbon

LISBON, Conn. -- Police have identified the state trooper who shot and killed a man Wednesday night after he saw the man fatally shoot a woman during a domestic dispute.

Authorities said Trooper Todd Harbeck was responding to a 911 call about the dispute when he arrived at the Lisbon home on Route 138 a little after 5:30 p.m.

When Harbeck got to the scene, he saw a man with a gun standing over a woman, who was lying in the driveway, police said. He drew his weapon and ordered the man to put down his handgun, but the man fired another shot into the woman, police said.

Police said Harbeck then shot the man.

The man was pronounced dead at the scene. The woman was pronounced dead a short time later at William W. Backus Hospital in Norwich.

Police did not release the identities of the man and woman but said they were in their mid- to late-20s. Autopsies were scheduled for Thursday. Authorities would not describe the relationship between the two.

Vance said there were witnesses in the home.

Harbeck, a six-year veteran of the force, was placed on desk duty pending an investigation by state police and the New London state's attorney's office. His name was not released.

Trooper David LeBlanc, the state police union president, told The Hartford Courant that the trooper is a hard worker with a good record.

"It's a difficult situation for anyone to be in," LeBlanc said. "He's got a lot of support from the department."

Vance said the man never aimed his gun at Harbeck.

"It's a use-of force continuum," Vance said. "You can use deadly physical force to save the life of a third party."

The owners of the home on Newent Road are listed as Donald and Jeanne Hoagland.
