bedding

I'm in the process of learning the process of bedding a rifle stock. I have read quite a bit of info on the net about it. I recently purchased the MilesGilbert bedrock kit. In its instructions it seems to illustrate further cutting a recess out of the recoil lug recess approximately 1/4" thick back towards the action and to the same depth as the recoil lug recess. The width is said to be about 3/4 the width of the recoil lug recess.
I have looked at instructions of other bedding materials and they do not say to do this particular step. What is the purpose of this step and is it necessary? What is the most proper way to apply the bedding material to the recoil lug recess? I am using a rem 700 wood stock.
