This is a personal project, right? Not a business?
If it's personal, you can post an ad in our Swap&Shop forum. Or, if you do this as a business, you might want to look at a banner ad with the board. I have one for some products I sell, and it's an affordable way to reach customers. Aside from that, I think you'll find that the gun show route may be your cheapest option. Shipping is the biggest cost with steel targets, and the "cash and carry" aspect of gun shows REALLY makes a difference. Good luck!
