All the actual small base dies I've observed are marked FL XXX SB, so either your box is mismarked, or the previous owner got his size dies mixed up.
He probably bought the standard ones, then decided he needed/wanted the small base and bought those. Somewhere down the line, he put the regular sizer in the SB box. Unless you truly NEED small base dies, the regular FL is what you wanted anyway. What type rifle are you loading for?
