Are you neck or full lenght sizeing? If full sizeing did you turn the die down to touch the shell holder with the ram at TDC and then add 1/8 or so more turn to it? The expander ball could also be part of the problem. Have you lubed the insides of the case neck? the ball may be dragging and pulling the shoulder out after it`s been resized.
lots of questions here? were the casings fired in the rifle, are they new cases? doesn't sound like the bullet is too far out, the action would still close but you would have rifling engraving on the bullet.

i think ol' joe has it nailed with the thought of the datum line being too high. move the shoulder back until the action closes on the sized case.
