Several years ago, Wal-Mart had a major moving sale: they were moving to their new building. Sporting Goods section had Federal 22LR HP tubs of 550 rounds for $2.50 (yes 2.50 not a typo). I bought all thay had. I put them in 30 cal ammo boxes and stored them. My son had free access to them, a rifle and a backyard range. He put a fair dent in them, but I just opened the last ammo box of 2750 rounds last month.

These aren't the most accurate, but they'll do a 1" group @ 50 yards with most of my rifles. My son & I both used them in 10-22's with the Volkerson target barrel/Thumbhole Stock kits. On a calm day, they will do 1" 5 shot groups @ 100 yards from either 10-22. I've shot better ammo, but not cheaper.

I believe that practice with average ammo is the path to better shooting.
