I have no direct knowledge of the matter described by 8X56MS, so I cannot say with authority, but I can assure you there are labor contractors (mostly legal aliens and naturalized citizens) who do PRECISELY what he described. They not only supply laborers for builders, but for many other businesses as well. The scenario described is not at all implausible.
