Removing Teflon finish

My brother had his 721 Remington refinished with a Teflon coating and now he hates it. The action is not nearly as slick as it used to be and the Winchster style safety is definately sticky. I kinda wish he had called me first. Anyway, I have tried some different strippers to no avail. How can I remove it for him and get the action back to being slick?
