I'm not a shotgun reloader, but I know I've read about ways to make shotgun blanks.
If I recall, they use very fast powders like Bullseye, 700X or Red Dot and a stack of cardboard wads. I cannot quote a powder charge from memory. Note that these are NOT loads to be used when something might be hurt or damaged. Those wads can be dangerous!
