Well, if I understand it correctly, I remember reading someplace that a foreigner may be allowed to buy and own firearms while living in the U.S. I believe though that they may/must have to get permission through thier embassy. If this is correct, then Cho slipped though the cracks in more ways than one. If he tried to go though the proper procedures, I doubt that he would have been able to buy a gun, as the Korean government does not allow very many of their citizens to own any type of firearm.
He probably just went to the gun shop and showed a driver's license and that was it.
