Actually, it sounds ike something's missing. I'd bet the shaped plug that contacts the bullet tip has somehow come off the seater stem.

It's my opinion that the die was assembled and shipped with an incorrect seater.

Send Patrick Ryan at Redding an e-mail about this.

techline@redding-reloading.com

In the past Redding has mailed to me, at no charge, "alternate" seater stems for various applications.
