2 Dead; Beaver County Standoff Ends

FREEDOM, Pa. -- A man is accused of shooting two people to death and barricading himself inside his parents' house Monday afternoon, police said.

The standoff began on Fifth Avenue in Freedom at about 3 p.m., Rochester police said.

Police said they had difficulty communicating with the suspect because he is deaf. They used hand signals to convince him to surrender shortly before 5 p.m.

The victims are identified as the sister and brother-in-law of the suspect. Both were shot after arriving at the house to pick up the man's parents, according to police.

It's not yet clear what prompted the gunfire.

The suspect will be charged with both fatal shootings, police said.
