More horn restrictions

I'm not that up to date on Texas hunting rules but from what I hear it is getting worse with the horn restrictions..Legal buck spread has to be 13" ...Now it is a little tough to even add up the total points on 'speed beef' in high gear here in Pa to be legal but I don't know what I would do if I had to measure his horns first ta boot....??..Put salt on it's tail so I can walk up to him and measure his horns first??..(Grandpaps solution to catching birds and bunnies when we were kids). Has this been the rule in Texas '13"spread' or has this just been introduced to law?....sure hope those Pa trophy horn hunters don't make that mistake here.
Val, wonder if the salt on the tail would help you measure gotors first?...oh and wife wants to know if the pig hunter was a croc or gator?

PA and TX have some places where does are underharvested and bucks are underharvested.I prefer more liberl doe harvest and a 1 buck limit to antler restricions to try to fix the problem.
